EAST LONDON HARBOUR KEEL BOAT MOORING ASSOCIATION P.O. BOX8029, NAHOON, 5210 Minutes of ELHKBMA meeting; 14th March 2011 WELCOME; 18:40 Ian Williams welcomed and thanked all for attendance. Present: Ian Williams, (Chairman) Collin Wilke, Noel Scherman (secretary), Ralph Anley, Peter Houzet. Apologies: Des Plint. Harry van Gervin, Ben Niehaus. Ralph Anley In Attendance: Roy Crossly. Minutes: Minutes of the previous meeting were approved by C. Wilke, seconded by I. Williams. Chairman's Report: The chairman reported on a meeting between himself, and TNPA (Transnet National Ports Authorities) concerning yachts at mooring for considerable periods, whose owners have failed to address outstanding mooring costs and fees and COF’s. Other issues were also addressed – see below. NPA has suggested that errant yachts/boats be removed from the water, and sold as scrap in order to recover costs. No firm decision in this regard has been taken as yet, but yacht owners who are at fault should realize that the current situation is untenable, and unpleasant action WILL BE TAKEN. Please – do not force the ELHKBMA into a situation that we would prefer to avoid. Correspondence: Letters referring to the above matter were dispatched to errant yacht owners. Some owners have been in contact with the ELHKBMA. Where applicable, personal circumstances will/have been taken into account, with alternative arrangements having been made. Sadly, most errant boat owners have by and large either ignored the ELHKBMA's pleas, or have chosen to attack us on a personal basis. Andre' de Lange (Thandamanzi) has made a part-payment, but there are still some compliance issues which require attention. The same circumstances as above apply to Mark Lyndstrom. (Asterix). To date, Neville Webb – (New Ebb) has chosen not to respond in any way to the many letters and requests from the ELHKBMA. New Ebb's outstanding ELHKBMA account is taking on considerable proportions. (C.W) Errol Taylor - (Mersea) approached the ELHKBMA with a request for assistance concerning a COF. The ELHKBMA will not be in a position to assist until all outstanding costs are settled in full, details of which are to be discussed on a personal basis. (C.W.) TNPA will be writing letters to us with regards to the errant yachts. Issues of concern to TNPA, is the substantial amount of accumulated rubbish, timber, yacht parts, pipes, drums etc., both within as also outside the BRYC and ELHKBMA’s premises, and on the East Bank, where “junk” is piling up from yachts that are out for maintenance. As a Club, we have been told to clean-up, - and keep the surrounds neat and tidy. ALL THIS MUST BE CLEANED UP BY THE 25TH MARCH 2011 Financial Report: Latest banking account balances were not available: Maintenance Report: The maintenance team reports that repairs and maintenance to trots A, B & C. is currently being attended to. A number of under-sea mooring blocks require re-positioning. Secretary's Report: Nothing to report. Walk on Moorings: Peter Houzet to contact ABYC in order to get a copy of their regulations and perhaps use it to compile one for our Walk on’s A request at lengthening the Walk ons is being looked at by Peter Houzet at the moment. Sizes of the Yachts on the Walk ons are limited to the space that they have purchased, i.e. 2 Wooden Float Sections, and their boats must not extend past these. Matters Arising: Colin and Ralph are assisting current yacht owners who require such, with in-port boat handling skills under power as also under sail. Safety Reg.s are also covered. They are offering this service to current BRYC members, and wish to point out that their efforts are a personal service, which is not in conflict with the Sailing School. Colin went to great lengths to stress this point. Web Page: Oscar is doing a brilliant job, but it is to be requested that he puts the ELHKBMA as a separate entity, so it does not get confused with Club matters. A List of Yacht Owners with their relevant Addresses, Contact no’s and Certificate Of Competence’s to be compiled. As this is a Legal Requirement.
